PROBLEM TO BE SOLVED: To advance the construction of a revetment structure while suppressing the uplift of a breakwater structure by simple operations. SOLUTION: The plurality of breakwater structures 20 are installed along a shore. Each of the breakwater structures 20 has a surface 26 directed toward the side of the offing, and the surface 26 includes an overtopping wave suppressing surface 26a jutting to the side of the offing. Before or after the installation of the breakwater structure 20, a cover member 40 is detachably attached to the breakwater structure 20. The cover member 40 covers the overtopping wave suppressing surface 26a from the side of the offing, so as to inhibit upward pressure from acting on the breakwater structure 20. Backfill 30 is applied to the rear of the breakwater structure 20 in this state, and the cover member 40 is removed from the breakwater structure 20 after the completion of the application of the backfill.
