A method and device for negotiating about the PHY processing capability limit of the terminal are provided. The method includes: through an information element for negotiating about the PHY processing capability limit that carries the PHY processing capability limit value of the terminal; or through in the information element for negotiating about the MAC processing capability limit, adding the instruction of the terminal modulation encoding mode; or through an information element for negotiating about modulation encoding mode, providing the information of the modulation encoding mode to the base station; through above method to enable the terminal and the base station to negotiate the PHY processing capability limit accurately.
