The device i.e. starter (1'), has a solenoid (10) and an electric motor (11) mechanically coupled together by a yoke (15) moving around a rotation axis. An electric power source i.e. battery (12), supplies electric energy to components of the device and the motor. A pinion (113) is engaged in a ring gear (14) of a heat engine. A power switching organ i.e. electromagnetic relay (3), is connected to the source when contact terminals (C1, C2) are closed, so as to obtain starting-up or restarting of a heat engine by rotation of the gear driven by the pinion.
