PROBLEM TO BE SOLVED: To provide a link cost calculation device capable of calculating link cost more approximate to an actual situation of vehicle traveling considering fluctuation of a vehicle speed by a stop/start. SOLUTION: In the link cost calculation device 4 for calculating the link cost of a link including crossings J1, J2, a stop frequency P with which a vehicle 5 traveling along the link stops in the downstream crossing J2 of the link is estimated, and the link cost is calculated based on the estimated stop frequency P.
