PROBLEM TO BE SOLVED: To provide technology for correctly discriminating an apparatus from apparatuses having a flow rate pattern caused by control characteristics and apparatuses having a flow rate pattern including also factors excluding the control characteristics. SOLUTION: This apparatus discriminating device has a flow rate measuring portion 2 connected with a gas supply pipe for domestic use and measuring a gas flow rate at a specific time interval, an arithmetic processing portion 3 processing a flow rate value output from the flow rate measuring portion and detecting a flow rate change pattern, and an apparatus discriminating portion 4 for specifying the apparatus in operation in reference to a result of the arithmetic processing and a discrimination table memorized in a memorizing portion 5 and comprising a determination condition particular to personal operation.
