PROBLEM TO BE SOLVED: To improve accuracy in determine for displaying images photographed by an in-vehicle camera on an in-vehicle monitor. SOLUTION: An acquisition section 48 acquires the positional information of a vehicle and information concerning the velocity of the vehicle. A determination section 50 determines the continuous display of the images from the in-vehicle camera to the in-vehicle monitor when the vehicle exists within a prescribed area, based on the information of the vehicle position and information concerning the velocity of the vehicle. The determination section 50 determines the display of images when the velocity of the vehicle becomes lower than stop preparation detection speed and determines the stop of the display of the images when the velocity of the vehicle becomes higher than restart detection speed after having become lower than the restart detection speed after the display of the images.
