PROBLEM TO BE SOLVED: To apply priorities for cache deletion on the basis of presence or absence of possibility of viewing content after a user finishes reproducing it in cache control when a plurality of users are assumed to access the identical cache content.

SOLUTION: A cache management server 8 is provided to determine a cache deletion suppression period on the basis of a reproduction stop position or an ordinary speed reproduction time. A cache server 3 deletes a cache on the basis of deletion suppression period of the cache received from the cache management server 8. This enables traffic reduction in a core network by recaching.
