PROBLEM TO BE SOLVED: To provide a controller, capable of improving reliability as a flame detector, by efficiently inspecting a flame detection means by an inspection means, while restraining shortening of the service life of the flame detector, and a flame detector having this controller. SOLUTION: This controller 50 is arranged in the flame detector 40 having the flame detection means 41 detecting a flame of a burner 12 controlled by a burner control part 30 and the inspection means 45 inspecting operation of the flame detection means 41, and outputs a control signal to the burner control part 30, and is characterized by having a first control part for operating the inspection means 45 when switching a combustion state of the burner 12 by the burner control part 30.
