PROBLEM TO BE SOLVED: To provide a composite component arrangement system enabling an application constructor to easily and appropriately arrange internal components on each field device without considering the specifications and configuration of the internal components of a composite component. SOLUTION: The composite component arrangement system for arranging the composite component composed of a plurality of internal components, on a plurality of operating devices to construct an application, includes an application constructing device for generating an instance of each internal component, comparing the configuration information of each operating device with the configuration information of a virtual operating device having the operating environment of each internal component, to determine whether each operating device has the ability of each virtual operating device, and arranging the instance of each internal component on each operating device.
