PROBLEM TO BE SOLVED: To ferment rotting waste efficiently within a short time as a whole by converting the rotting waste into coarse wet particulate intermediate treated product by the primary fermentation means to facilitate its fermentation in a fermentation tank and performing fermentation suitable for the degree of progress of fermentation by controlling the moisture content of the intermediate treated product in the fermentation tank. SOLUTION: In the primary fermentation means I for treating rotting waste G into an intermediate treated product M, an inorganic filler having such a particle diameter as not to permit the filler to enter injection holes is packed into the vacant space around the air supply pipe disposed within a pit in a specified manner. In the final fermentation treatment means II for fermenting the intermediate treated product M, the fermentation tank is covered with a cover to form a steam diffusion preventing space between the cover and the surface of the intermediate treated product M. Waste gas ducts communicating with the diffusion preventing space are contiguously formed on both sides of the main body of the fermentation tank and are used to suck steam. The chains attached to both sides of the cover are engaged with the sprocket of a turning-back device, and the turning-back device is operated in a state hidden inside the cover.
