PROBLEM TO BE SOLVED: To provide a highly reliable monitoring system, in which an image loss is not caused when a fault occurs in a recording device, using a low-cost backup device. SOLUTION: A plurality of recording devices and a plurality of associated backup recording devices are connected to a controller 100 and when recording to each recording device is started, a leading portion is copied to the associated backup recording device. When the fault occurs in a recording device 1, recording is shifted to a recording device 2, copying to a backup recording device B/U 2 is stopped and a maintenance person is notified of the fault by a notification device 109. The maintenance person replaces, with a new product, the backup recording device B/U 2 compatible with the recording device 1 in which the fault occurs, at a job site, and the recording device 2 to which recording is shifted. When recording to the recording device 2 to which recording is shifted when the fault occurs, reaches the recording time of the backup recording device B/U 2, this point is set as the next recording starting position of the recording device 2, recording is shifted to the replaced recording device, and copying to the backup recording device B/U 1 is started.
