The obturator has a joint (16) displaced by a cylindrical master float (10), and applied on a base (17) for closing the obturator. The float has a sealed hollow part communicating with a hollow tube (13) extended towards the top. The tube has an opened top end provided above a floating level of the float in a flowing heavy liquid i.e. surface water, such that the hollow part is filled with a light liquid i.e. hydrocarbon, and a floatability of the float is lost, when a level of the light liquid floating on the flowing heavy liquid exceeds determined height.
