<P>PROBLEM TO BE SOLVED: To provide a remote point-like three-dimensional electromagnetic wave irradiation system for irradiating an arbitrary small range of the inside of a brain or the like of a human with a focus of electromagnetic wave beams by making no contact and for performing three-dimensional scan on it quickly. <P>SOLUTION: A focusing phase adjusting circuit which focuses electromagnetic waves emitted to an arbitrary point on an optical axis of a phased array antenna to focus on an arbitrary point on the optical axis (in the direction of radiation) including a central point of the phased array antenna varying the radiation direction by varying an electromagnetic wave pulse radiation time phase of each element in a plurality of electromagnetic wave radiation elements provided in the form of a matrix is provided. The electromagnetic wave is focused on a remote position which is an arbitrary distance away from the antenna. Simultaneously, the emitted electromagnetic is controlled in the vertical direction and in the lateral direction.
