PROBLEM TO BE SOLVED: To provide a highly reliable low-impedance solid-state capacitor, and to provide its method for manufacturing. SOLUTION: On the surface of a porous material composed of a sintered compact of valve action metal, an oxide coating of the metal is formed as a dielectric layer, and after a conductive polymer layer is formed as a solid-state electrolytic layer, by chemical oxidation polymerization on an anode body 3, immersion into a conductive high polymer solution and drying are performed.
