PROBLEM TO BE SOLVED: To make it possible for uncertain majority to authenticate messages even if such messages are formed of less amount of data like a message for QR codes. SOLUTION: The message authenticating apparatus for authenticating messages including an authenticator formed on the basis of the ID-based encrypting system using pair-rings on an elliptic curve, includes a means for obtaining a message text, an authenticator, and a message creator ID from the message obtained, a means for generating a digest of the message text, an anti-tampering device for providing a common secret key from a secret key corresponding to the authenticating ID and the message creator ID and also providing the authenticator based on the digest and the relevant common secret key, an authenticator generated by the anti-tampering device, a comparing means for comparison with the authenticator extracted from the message, and an output means for outputting a result of comparison by the comparing means.
