<P>PROBLEM TO BE SOLVED: To decrease blocking artifacts in motion-compensated video coding. <P>SOLUTION: In an image coding apparatus and image decoding apparatus, whether motion vectors pointing the same base images, among blocks adjacent to a boundary are identical to each other or are similar to each other is evaluated, and based on the evaluation, whether to apply filtering on the boundary is determined.
