PROBLEM TO BE SOLVED: To execute processing for obtaining a Hough transformation value at high speed through performing the Hough transformation by sequentially shifting a partial image selected from the image for the processing target. SOLUTION: The Hough transformation value is calculated by performing the Hough transformation to the partial image chosen from the image for the processing target (S2). And, by distribution ratio based on move direction and the amount of the move for each of the movement units, the Hough transformation value distribution processing for distributing the Hough transformation value to each of the positions of the direction of r axis to each angle of the direction ofθaxis of coordinates (r,θ) is performed (S4). The moving difference Hough transformation value calculation processing for calculating, in the partial image after the move, increase in the Hough transformation value and decrease in the Hough transformation value as the Hough transformation value, is performed (S6), the moving difference Hough transformation value reflection processing for reflecting its moving difference on Hough transformation value in each of the position in the Hough transformation of an r direction axis to each of the angles of the direction of theθaxis (S7). The Hough transformation distribution processing, the moving difference Hough transformation value calculation processing and the moving difference Hough transformation value reflection processing are recursively processed every time when the partial image moves in each of the above-described movement units.
