PROBLEM TO BE SOLVED: To convert a packet signal into a digital frame transmission signal by encapsulating the packet signal of a unique specification including user data and control information in an IFG (Inter Frame Gap) and frame synchronization information area. SOLUTION: In the digital transmitting device provided with a packet signal receiving part for receiving a client signal and identifying the client signal as a packet signal including an interframe gap, frame synchronization information, control information-header, data and control information-trailer, a packet signal processing part for encapsulating the packet signal, inserting an idle frame and scrambling a payload area during capsulation, and a digital frame constructing part for mapping an output of the packet signal processing to a prescribed digital frame transmission signal, the packet signal processing part is configured so as to encapsulate the frame synchronization information, the control-header, the data and the control information-trailer.
