PROBLEM TO BE SOLVED: To provide a wireless communication system which achieves stable wireless communication by optimizing total data transfer efficiency in accordance with a line status while guaranteeing communication quality for data transmission such as data streaming that requires real-time property. SOLUTION: A target rate acquisition means 27 inputs, as a target rate, a transmission rate of data streaming for which a user desires to ensure stable communication and a quality assurance level specifying means 28 specifies a quality assurance level that is a minimum level of a communication rate of wireless transmission to guarantee the target rate. A quality assurance level communication rate setting control means 29 then performs setting control while maintaining, at the quality assurance level, the communication rate of wireless transmission under communication.
