PROBLEM TO BE SOLVED: To deliver protected files under a required delivery condition without load on an administrator and a user.

SOLUTION: In a file delivery system 100, the administrator for delivering file discloses an arbitrary file as an open file 140 on the network via a delivery apparatus 110. The delivery apparatus 110 encrypts an open file 140 of the open files 140, which the user of a terminal device 130 requests the delivery apparatus 110 to deliver, and the delivery apparatus 110 deliveries it in a state of an encrypted file 140E to the terminal device 130. In this case, the delivery apparatus 110 encrypts the open file by using restriction information 150 sent from a delivery management device 120. Then, the user of the terminal device 130 connects to the delivery management device 120, to perform user authentication, and extracts encryption information 160 from the restriction information 150 used in encrypting the open file 140, to decrypt the encrypted file 140E.
