PROBLEM TO BE SOLVED: To provide a cutting mechanism which can cut a thread quickly and stably in a narrow installation space in a reeling apparatus which guides veneer to the periphery of a winding shaft through the thread, and carries out winding processing. SOLUTION: The cutting mechanism 5 has a circulation hole 12a having a thickness equivalent to that of a pneumatic feed hole 4b of a pneumatic feed tube 4a which feeds the thread 9 pneumatically is provided in the same direction as that of the pneumatic feed hole 4b, an outside blade 12 having a sliding hole 12b holding an inside blade 13 without a gap with respect to a part wherein a guide hole 13a exists in the direction of crossing the pneumatic feed hole 4b and a guide hole 13a having a thickness equivalent to that of the circulation hole 12a are provided in the same direction as the circulation hole 12a, the inside blade 13 inserted slidably into the sliding hole 12b, and a fluid cylinder 14 which reciprocates the inside blade 13 every time only in a section ranging from a normal position indicated by a continuous line wherein the guide hole 13a and the circulation hole 12a are ranged in series to a cutting position indicated by a dotted line wherein the guide hole 13a and the circulation hole 12a are not allowed at all to overlap each other.
