A strap feeding and withdrawing structure for a packing machine includes a driving member (32) and strapping member (33) pivotally assembled on a main body (31) of a conveying device (30) and respectively driven by an electromagnetic switch unit (34) and a pull member (35) to carry out strap feeding, strap withdrawing and strap tightening work. The strap feeding and withdrawing structure can be disassembled quickly, facilitating maintenance and repair. The strapping member (33) has disposed thereon a strap withdrawal detecting member (36) able to accurately control strap withdrawal and tightening of the strapping. The detecting member (36) comprises a light sensor (362) and an apertured light disc (361) which rotates with an auxiliary driving wheel (321).
