PROBLEM TO BE SOLVED: To realize the complete closure of a proportional electromagnetic valve while improving a flow rate characteristic. SOLUTION: In the proportional electromagnetic valve 1, a valve seat 8 is set up to be a double structure of a fixed orifice 9 and a movable orifice 10, a needle 17 is formed on the center of a point face of a plunger 16 as a valve body 3, and a plunger seal 18 is provided on the peripheral edge of the point face of the plunger 16, so that the plunger seal 18 is firmly stuck on a seating face of the fixed orifice 9 after the needle 17 has pushed the movable orifice 10 into a valve hole 13 at valve closing time.
