PROBLEM TO BE SOLVED: To provide a manufacturing method for an image sheet which facilitates to surely manufacture an image sheet which has high glossiness and is suppressed from occurrence of air bubble between a transparent sheet and a non-transparent sheet, and to provide an image forming apparatus. SOLUTION: In the manufacturing method for the image sheet wherein a first sheet material 100 and a second sheet material 91 are stuck together so that a mirror toner image of the first sheet material and the adhesive layer of the second sheet material are opposite to each other, wherein the first sheet material 100 of which at least a part has a transparent section on the surface of which the mirror toner image formed from toner of one or more colors is formed, and the second sheet material 91 being non-transparent and having the adhesive layer on its surface, the mirror toner image is stuck to the adhesive layer of the second sheet material after the first sheet material surface on which the mirror toner image is formed is subjected to flattening processing.
