PROBLEM TO BE SOLVED: To provide a surface-coated cutting tool in which a hard coating layer exhibits superior pitching resistance and wear resistance while cutting a workpiece of high weldability at high speeds. SOLUTION: On the surface of a tool base made of a tungsten carbide-based sintered alloy or a titanium carbonitride based-thermet, (a) A compound nitride layer comprising Al, Cr and M with a uniform composition satisfying the requirements of 0.2≤α≤0.4, 0.01≤β≤0.25, 0.9≤γ≤1 when a composition formula is expressed by (Al<SB>1-α-β</SB>Cr<SB>α</SB>M<SB>β</SB>)N<SB>γ</SB>(where M is the added components of one or more types selected from the elements Si, B, Y in 4a, 5a, 6a groups of a periodic table, excluding Cr) is vapor-deposited as a lower layer, and(b) A compound nitride layer comprising of Al, Cr and M of composition tilt type having an average composition satisfying the requirements of 0.2≤α≤0.4, 0.01≤β≤0.25, 0.5≤δ<1 when a composition formula is expressed by (Al<SB>1-α-β</SB>Cr<SB>α</SB>M<SB>β</SB>)N<SB>δ</SB>and having a nitrogen-containing ratio (εvalue) on the surface of an upper layer satisfying the requirement of 0≤ε≤0.35 is vapor-deposited as the upper layer.
