PROBLEM TO BE SOLVED: To provide epoch-making a technique which screws a cutting insert 2 into a tapping hole 4 formed on a machining surface 2, rapidly and excellently with high working efficiency. SOLUTION: An insert housing body is configured to form a screw hole 3 at the center of a substrate 1 in a vertically through state, and an insert 2 in a screwed state with the screwed part 3a on the hole inner surface of the screw hole 3 is screwed to the screwed part 3a and housed therein. The screw hole 3 is set to be substantially the same diameter as the tap hole 4 formed on a prescribed machining surface (a), and the substrate 1 is disposed on the machining surface (a) and in the position where the screw hole 3 and the tap hole 4 are superposed and linked with each other. When the insert 2 screwed to and housed in the screw hole 3 is turned screwingly by a prescribed insert screwing means, the insert 2 is screwed and guided into the screw hole 3 to be screwed and inserted into the tap hole 4 from within the screw hole 3.
