The decoding apparatus of the present invention includes a key picture decoding unit (33) for reconstructing key picture transmitted from an encoding apparatus. A side information generation unit (35) generates side information using the key picture. A channel code decoding unit (32) estimates a quantized value using both parity bits transmitted from the encoding apparatus and the side information. A video reconstruction unit (34) reconstructs a WZ picture to be decoded using both the quantized value and the side information. An error correction unit (36) detects whether a channel code decoding error has occurred in the WZ picture using the side information and the key picture, and corrects the error in the reconstructed WZ picture on a basis of picture similarity.
