PROBLEM TO BE SOLVED: To provide a packaging material feeder which calculates simply the diameter of a reel and controls a reel driving motor from the calculated diameter of the reel. SOLUTION: The packaging material feeder controls the rotational speed of a reel driving motor 20 so that a reel driving motor controller 70 links the packaging material forwarding speed of a packaging material reel 10 with the packaging material delivering speed of a delivery apparatus 40. The packaging material feeder includes a tension roller 32 for providing a tensile force by bringing into contact with the packaging material 1 between the packaging material passage fed from the packaging material reel 10 and reaching the delivery apparatus 40, and displaces in accordance with the length of the packaging material between the packaging material passage, a potentiometer 33 for detecting the position of the tension roller 32, and a reel diameter calculating part 71 for calculating the reel diameter from the amount of displacement from a preset target position of the tension roller 32. The reel driving motor controlling apparatus 70 controls the reel driving motor 20 from the rotational speed of the delivery motor 50 and the reel diameter calculated by a reel diameter calculating part 71.
