PROBLEM TO BE SOLVED: To continuously charge a capacitor with a charging current slightly smaller than a charging current when it is fully charged. SOLUTION: A capacitor storage power supply is so constructed that power is stored by series-connecting multiple electrical double layer capacitors bypassing a charging current with a predetermined voltage and having a parallel monitor outputting a full charge signal. A charger for capacitor storage power supplies is so constructed as to carry out pulse width modulation on charging power by a pulse width modulating means to control charging current and charge the capacitor storage power supply. A current reference value (Vref), which is one factor for the pulse width modulating means to determine a pulse width, is so controlled that it varies according to the frequency of an F signal, or the logical sum of full charge signals from the multiple parallel monitors.
