PROBLEM TO BE SOLVED: To provide a structure excellent in flexural strength, compressive strength and water permeability, provided by uniformly mixing fiber with powder adhesive such as cement, gypsum or water glass. SOLUTION: In a mixer, for example, diatomite, fertile soil, a water glass-based powder adhesive and water are charged, and a mixture, provided by previously mixing a fiber group with an aqueous 'paste' or an acrylic resin emulsion, is added thereto. The obtained mixture is molded by die molding. When the powder adhesive is cement or diatomite, the aqueous 'paste' is preferable, and when the powder adhesive is water glass-based or thermoplastic one, the acrylic resin emulsion is preferable.
