A net element apparatus includes: an information obtaining unit for obtaining the QoS information of the Ethernet service and the Ethernet classifier information; the Ethernet classifier information includes the source MAC address and the destination MAC address of the Ethernet service; a connection establishing unit for establishing the accessing network connection for bearing the Ethernet service data according to the QoS information of the Ethernet service and the source MAC address and destination MAC address of the Ethernet service.
