PROBLEM TO BE SOLVED: To provide the IP Sec tunnel only between the base station and a gateway, not to provide an IP Sec tunnel between a terminal and a base station and to support handoff of a terminal. SOLUTION: A terminal 1 changes a connected party from BS#1 to BS#2 by handoff, requests PPP session establishment of the BS#2 of a handoff destination, and sends its own key information (S7), the BS#2 and an AGW4 use a key based on the key information received from the terminal 1 to establish an IP Sec tunnel between the apparatuses (S8 to S11), the AGW4 informs the BS#2 of an IP address recorded in association with a terminal ID of the terminal 1, and the BS#2 responds to the terminal 1 about the PPP session establishment, and allocates the IP address received from the AGW4 (S12).
