PROBLEM TO BE SOLVED: To provide a convenient image file in multi-layer format compatible with characters processing. SOLUTION: A file generation application 70 is provided with a layer separation part 71 for separating image data to be processed into a plurality of image layers; a layer compression part 72 for compressing each layer; a text layer generation part 73 for generating a text layer; a layer integration part 74 for generating an image file in multi-layer format by integrating the plurality of separated layers and the text layer.
