PROBLEM TO BE SOLVED: To provide a shoulder-arranging device by which the shoulders of main roots are arranged in a certain range, regardless of the sizes of stems and leaves in a harvester. SOLUTION: The harvester includes a pulling up and moving device 8 for pulling up root vegetables by nipping the root vegetables planted on a field by a right and left pair of belts, while moving rearward, and installed in a self-propelled car body A; a stem and leaf-cutting device 11 installed in the rear lower position of a nipping and conveying route 8a of the pulling up and moving device 8; and a shoulder-arranging device 100 installed in the front position of the stem and leaf-cutting device 11. The shoulder-arranging device 100 includes a right and left pair of cogged belts 113 and 113, and driven pulleys 111 and 111 and subsequent pulleys 112 and 112 wound by the cogged belts 113 and 113. The subsequent pulley 112, at least at right or left one side is constituted so as to be turned in the right and left directions by centering a shaft supporting the front-side driven pulley 111, and is urged to the center side in the right and left direction of the conveying route by a spring 133.
