A method and a system for operating a digital video recorder in an ATM(Automatic Teller Machine) are provided to determine an operation timing of a DVR(Digital Video Recorder) by comparing the color information photographed by a DVR with the averaged color information without a user in a specific area from the ATM. A color information creating unit(210) determines a first color information which is an average of color information generated under a condition without an existence of user. The color information creating unit determines a second color information which is generated under a condition with an existence of user. A DVR operation control unit(220) compares the first color information and the second color information. The DVR operation control unit determines the production of operation signal according to the comparison result.
