METHOD AND APPARATUS FOR DECODING/ENCODING A VIDEO SIGNAL

A method and an apparatus for decoding/encoding a video signal are provided to improve a coding efficiency by not transmitting coding information used for an inter-layer prediction, if an inter-layer prediction is not used for a current block of an enhanced layer. A bit stream of a base layer is decoded. The inter-layer prediction flag is obtained that is indicating whether a current block of an enhanced layer is coded using an inter-layer prediction. The parameter identification information is obtained that is indicating a parameter for an up-sampling process of a base layer exists in a corresponding area. The corresponding area includes at least one of a sequence header and slice header. The offset information indicating a position difference between a picture including the current block and an up-sampled reference picture from a picture of the base layer are obtained based on the inter-layer prediction information and the parameter identification information. The reference pixel value is obtained based on the offset information. The current block uses the reference pixel value and is decoded.
