An apparatus and a method for converting an encoder signal are provided to generate an encoder pulse signal with various specifications from the encoder pulse signal with specific specification. An encoder signal converting apparatus(200) includes a pulse signal input unit(210), a pulse signal distributing unit(220), a pulse number changing unit(230), and a pulse signal output unit(240). The pulse signal input unit converts the encoder pulse signal outputted from the encoder into the encoder pulse signal with a voltage of a predetermined size. The pulse signal distributing unit distributes the encoder pulse signal outputted from the pulse signal input unit to the plurality of encoder pulse signals. The pulse number changing unit changes the frequency of each encoder pulse signal outputted from the pulse signal distributing unit to a ratio set by a user. The pulse signal output unit converts each encoder pulse signal outputted from the pulse number changing unit to the encoder signal of the predetermined size.
