An apparatus and a method for managing a terminal user are provided to improve a security and manage safely a user data by separating an internal operation of a terminal from an external user and to be able to grasp a login situation of a user. A monitoring data collecting module collects data from monitoring an abnormal usage of a terminal by a user. A controller(202) considers the collected data. In case it is determined that the terminal device is abnormally used, the controller compulsively logout the user. The monitoring data collecting module includes an input unit(208). A user instruction is inputted to the input unit. In case a threshold time passes after a final input from a user through the input unit, the controller compulsively logouts a user. The monitoring data collecting module comprises a movement sensor(206). The movement sensor senses a movement of a terminal. In case the movement of the terminal is over a threshold value, the controller compulsively logouts a user.
