PROBLEM TO BE SOLVED: To provide a moving image recording device or the like for use in fabrication of an anisotropic reflecting medium wherein a moving image is to be recorded. SOLUTION: A moving image recording device includes: a moving image pixel grouping means 25 which groups moving image pixels being components of images relating to frames of a moving image and gives frame IDs showing a reproduction order of frames, to moving image pixels; a grid angle assigning means 27 which assigns grid angles to grid-like cells per frame ID given to corresponding moving image pixels; a grid area assigning means 28 which assigns grid areas to grid-like cells in accordance with brightness values of corresponding moving image pixels; and a block copy data generation means 31 which generates block copy data representing irregularities of the grid-like cell group on the basis of grid angles assigned by the grid angle assigning means 27 and grid areas assigned by the grid area assigning means 29.
