PROBLEM TO BE SOLVED: To provide a dispensing/packaging device for smooth dispensing/packaging. SOLUTION: This dispensing/packaging device is provided with an annular sluice at the outer peripheral part of a sluice board. The part of the sluice contacting with a groove bottom face 10 has a notch 89a which promotes the elastic deformation of the sluice when the bottom face rotates in a state that the sluice contacts with the bottom face.
