<P>PROBLEM TO BE SOLVED: To realize inexpensive copyright protection function having a simple structure in a terrestrial digital broadcasting. <P>SOLUTION: A management organization 1A is supplied with a copyright-protected LSI from an LSI maker 3A and supplies the copyright-protected LSI in which information such as a key is written to a receiver maker 4A. A viewer is given with a receiver 6A from the receiver maker 4A, and receives free broadcasting broadcasted from a broadcasting station 5A. The management organization 1A transmits updated information about a lot number and a work key Kw, concerning the free broadcasting and revoke information to the broadcasting station 5A. In free broadcasting (terrestrial digital broadcasting), the broadcasting station 5A encrypts the updated information, such as work key Kw, and transmits it together with a broadcast information.
