PROBLEM TO BE SOLVED: To provide an organic EL lighting device capable of shortening a time until light flux is stabilized after the lighting of a light-emitting module, and a lighting fixture using the organic EL lighting device. SOLUTION: When a lighting duration time t is shorter than a startup time t2, a current value Io of a supply current to a light-emitting module is made to be a startup current value larger than a constant current value Is when a lighting duration time t is a startup time t2 or larger. A temperature of the light-emitting module can be quickly raised as compared with the case that the current value Io of the supply current to the light-emitting module is set not larger than the constant current value Is, so that a period of time until the light flux is stabilized after the lighting of the light-emitting module can be shortened.
