PROBLEM TO BE SOLVED: To provide a flexible monitoring service achieved by ability of setting with high flexibility. SOLUTION: The monitoring devices 20, 30 determine whether or not a person to be monitored approaches to a dangerous area using position information of a portable terminal 18 possessed by the person to be monitored. The monitoring device comprises: a database; a means for registering the person to be monitored, the dangerous area, and a monitoring time zone by associating them one another; a means for obtaining the position information of the portable terminal 18; the position information; and a means for determining whether or not the person to be monitored approaches to the dangerous area in the monitoring time zone based on the obtained time of the position information and the information associated one another in the database.
