PROBLEM TO BE SOLVED: To provide a ground excavating/agitating device capable of improving the uniformness of a soil cement column to be constructed to effectively increase the strength of a soft ground by sufficiently agitating an excavated soil wetted by cement milk. SOLUTION: This ground excavating/agitating device 1 is integrally structured by assembling together a shaft member 2, an excavating blade 3, a corotation prevention blade 4, an auxiliary agitating blade 7, a slow rotation agitating blade 6, and a fixed agitating blade 7. The slow rotation agitating blade 6 is rotatably attached to the shaft member 2 by screwing the base end portions of two U-shaped blade bodies 15, 15 to two rotating support bodies 14, 14, respectively, and covers the upper and lower parts of the fixed agitating blade 7.
