PROBLEM TO BE SOLVED: To provide a method for manufacturing a toner with a small particle diameter having a potato-like shape formed by agglomeration of a plurality of spheric particles, the toner excellent in cleaning property with which high picture quality can be obtained, and to provide an image forming method and the like capable of achieving high picture quality by using a toner manufactured by the above method for manufacturing toner. SOLUTION: The method for manufacturing toner comprises emulsifying or dispersing a toner material prepared by dissolving or dispersing at least a binder resin and a colorant in an organic solvent, into an aqueous medium to form oil drops and removing the organic solvent, wherein, in the step of removing the organic solvent, the viscosity of the oil drops is rendered into a region of non-Newtonian viscosity, and a toner in the shape formed by agglomeration of a plurality of the oil drops is formed.
