PROBLEM TO BE SOLVED: To provide a transfer fixing device in which shock jitter caused by entry and exit of a recording medium to and from a nip part is efficiently suppressed with satisfactory responsiveness without increasing the cost of the device and without making the running of a transfer fixing belt unstable, and to provide an image forming apparatus. SOLUTION: The transfer fixing device 66 includes: the transfer fixing belt 67; a transfer roller 73; a drive roller 72 which rotates by varying its rotating speed in a predetermined direction; a heat roller 71 that heats the transfer fixing belt 67; and a pressure member which is disposed in firm contact with the drive roller 72 via the transfer fixing belt 67, thereby forming the nip part through which a recording medium P is conveyed. The rotation of the drive roller 72 is controlled so that the transfer fixing belt 67 slacks in ranges B and C other than an area A between the heat roller 71 and drive roller 72.
