PROBLEM TO BE SOLVED: To provide a production method as a production method of a hard foam, by which initial reaction activity is made sufficiently high even with such a prescription that a large amount of water is used as a foaming agent and a hard foam having excellent compression strength and dimensional stability can be obtained. SOLUTION: In the method for producing a hard foamed synthetic resin, comprising reacting a polyol composition (P) and a polyisocyanate compound (I) in the presence of a catalyst, a foaming agent and a foam stabilizer, the foaming agent contains water or water and a hydrofluorocarbon and the polyol composition (P) (100 mass%) contains a specific polyol in an amount of 5-50 mass%.
