PROBLEM TO BE SOLVED: To provide a communication suppressing method capable of suppressing an alteration cost by limiting an alteration range to one apparatus. SOLUTION: A transfer suppressing part 18 determines whether a communication message received in a reception part 12 satisfies a prescribed condition on the basis of information recorded in a communication information storage part 20, and when the communication message received in the reception part 12 satisfies the prescribed condition, suppresses the transfer of the communication message by a relay part 16. Also, the transfer suppressing part 18 records information relating to the communication message relayed in the relay part 16 in the communication information storage part 20. When the transfer suppressing part 18 suppresses the transfer of the communication message, a vicarious registration part 26 generates vicarious information on the basis of the information recorded in the communication information storage part 20 and registers it in a vicarious information storage part 24. A communication vicarious part 22 generates a vicarious transmission message on the basis of the vicarious information registered in the vicarious information storage part 24 and makes it be transmitted from a transmission part 14.
