PROBLEM TO BE SOLVED: To provide a weir plate capable of smoothly performing a dispensing packaging operation, and a dispensing packaging apparatus having the weir plate. SOLUTION: The weir stopping plate is provided in parallel on the downstream side in the conveying direction of a powder granule to a dispensing plate which dispenses the granules fed into an annular recessed channel on a rotating plate by a specified region, and dams up the powder granule. The weir plate is formed into a disc shape and has an annular weir part formed of a synthetic resin on its outer peripheral part. In this weir plate, a part brought into contact with the bottom face of the channel of the annular recessed channel in the weir part is applied with an emboss processing with a specified surface roughness. and the dispensing packaging apparatus is constituted by using this weir plate.
