PROBLEM TO BE SOLVED: To provide a communication apparatus, a communication system and a communication method which have an appropriate arbitration mechanism against a conflict when initializing addresses or setting a server. SOLUTION: A home network system has a base station 1 which mutually communicates by using the Bluetooth, and a plurality of Echonet apparatus 2. When a node sends a MAC address initialization request, other nodes having received it (including other nodes sending the MAC address initialization request at the time) are disabled from sending the address initialization request for a predetermined period, so that the initialization requests for the same MAC address do not conflict and a problem of overlapping the address does not occur. Each node that receives the address initialization request is disabled from sending an address initialization request until a time obtained by multiplying own MAC address value by a specified time T1 passes after receiving this request, so that a trouble of receiving a plurality of responses in conflict can be avoided.
